Yes. Pennsylvania has a large licensed online sportsbook market and, so far, no enforcement action against prediction markets. Kalshi, Polymarket US and Novig all operate with sports contracts. Pennsylvania sits in the Third Circuit, the court that ruled for Kalshi against New Jersey in April 2026, which makes a state challenge harder than elsewhere. Status as of October 15, 2026.
What's available
| Platform | Status in Pennsylvania | Age |
|---|---|---|
| Kalshi | All markets including sports and combos | 18 |
| Polymarket US | Available | 18 |
| Novig | Available | 21 |
| Licensed sportsbooks | Available since 2019 | 21 |
The legal picture
Pennsylvania's Gaming Control Board regulates one of the biggest sports betting markets in the country and taxes it at 36%. It has not sent letters or sued. The Third Circuit's New Jersey ruling binds federal courts in Pennsylvania, so a state suit would start from behind unless the Supreme Court reverses. That makes Pennsylvania one of the safer large states for sports contracts for now.
What to do
- Trade freely; watch the Supreme Court's handling of New Jersey's petition, which would change the law here too.
